  2. Notifiier receives the payload and parses the alert details.

See that the alert landed

Monitoring tells you a condition is breached. Notifiier tells you the engineer saw it. Per-recipient delivery status confirms the desktop notification reached its target and was opened.

If the engineer's machine is offline at the time of the alert, Notifiier queues it and delivers it the moment connectivity resumes.
